Sanctuary Advisory Council Meeting Minutes July 17, 2003

Introduction:
Dan Howard welcomed all to the meeting, and thanked the SAC members and staff for their considerable efforts in the MPR process, noting that it is a significant milestone for the sanctuary.
Anne Walton introduced Dan Howard as the new manager for Cordell Bank NMS. Anne explained that the purpose of todays retreat/meeting is to provide an exchange between the Councils working groups and for the entire SAC to see what recommendations will be passed-on to Cordell Bank management/Dan Howard.
Anne Walton noted the following:
Two things will be covered today: Site Specific and Cross Cutting recommendations.
There are four site-specific working groups for Cordell Bank, which formulated management recommendations: Ecosystem Protection, Community Partnerships, Research, and Education.
The two Internal Teams for CB were Administration and Boundary Modifications.
The cross-cutting working groups were Ecosystem Monitoring, Community Outreach, and Maritime Heritage. The cross-cutting Internal Teams were Administration and Boundary Modification.
There are three tools for todays meeting to help with the recommendations: the JMPR Recommendations booklet, todays presentations from the working groups and Internal teams, and the tracking sheets provided.
Site Specific Presentations:
Josh Churchman and Dan Howard presented the Ecosystem Protection/ Fishing Impacts working group process and recommendations:
Dan Howard noted that two people initially on the group dropped out for various reasons: Tom Baty and Harold Ames.
Josh Churchman mentioned that there was a good array of presentations, which allowed for a broadened perspective of all issues. Dan added that bringing in these experts and many different perspectives helped with fulfilling the objectives and goals as a group.
Dan also noted that fisheries issues are complex and many agencies are involved with fishing issues in the Marine Sanctuaries. Cordell Bank is interested in looking at specific areas of fishing effects in the Sanctuary: benthic habitat impacts, impact to higher trophic levels due to harvesting, and bi-catch impacts.
Dan Howard and Josh Churchman presented the recommendations, goals and objectives of the Ecosystem Protection/Fishing Activities working group. All recommendations, goals, and objectives of the Ecosystem Protection/Fishing Activities working group are included in the JMPR Recommendations Booklet.
Jenny Stock and Joe Smith presented the Community Partnerships working group process and recommendations:
Jennifer Stock: With the Community Partnerships working group, our goals were to work with outside entities such as non-profits to extend and increase education and research opportunities concerning Cordell Bank NMS.
We want to achieve these partnerships because we believe its important to not work in isolation to achieve our goals. We are working with a small budget and would like to increase funds for research and educational opportunities.

Tom Lambert and Dan Howard presented the Research working group process and recommendations:
Dan Howard noted the broad expertise of the members of the Research working group. This group met for a two-day retreat to outline the goals, objectives, and recommendations for research at Cordell Bank NMS. The group divided the sanctuary into different habitats and structured the research around this approach.
This group held five meetings to develop this framework. Excellent speakers presented at these meetings which greatly helped the process. Dan also noted that partnering is critical to accomplishing research goals.

Jenny Stock and Doreen Moser presented the Education working group process and recommendations:
Doreen Moser noted that the Education working group first met with the Gulf of the Farallones working groups, then split into a more Cordell Bank focused group.

Anne Walton presented the Boundary Modification internal team process and recommendations:

All recommendations, goals, and objectives of the Boundary Modification internal team are included in the JMPR Recommendations Booklet.Anne noted that boundary modification is a difficult and lengthy process, involving the U.S. Congress. The hope is that
with the work of this internal team, a process will be put in place to serve Cordell Bank if a boundary issue should ever arise for the Sanctuary.

Julie Barrow presented the Maritime Heritage/Submerged Cultural Resources Cross Cutting working group process and recommendations.
Julie Barrow discussed Maritime Heritage as a component to Sanctuary education programs. The focus should not just be on submerged sites, but include land-based sites in proximity to the Sanctuaries. The importance of partnerships with traditional user groups and ocean dependant groups was stressed.

Julie noted the presence of representatives from all three Sanctuaries in this team.

Anne Walton wrapped-up the meeting with an outline of how the JMPR will proceed. At this point the SAC has a period of time (until August first, 2003) to submit all questions and comments on the JMPR draft recommendations. After that, the final recommendations will be presented to
Sanctuary managers for approval. Ruth Howell and Anne Walton will meet with management (Dan Howard for CBNMS) and staff to write up the draft Management Plan. The SAC will be given this draft to review, then the Management Plan will be presented to the public by various means, such as on the internet and at libraries. This will then be followed by public hearings to address the draft Management Plan.
